我的情况是这样的 ：我持有澳洲L 和中国full licence.


ISSUE:
我是6／12／09 路考，fail.

于是又找另一个教练于 10／12／2009考， fail again.

Then 又跟另外一个教练约定 17／12／2009考， 但是这个教练说， 给我报不上名字， 说是得上次考试的 13天后。

questions ：
1.每次考试教练会在政府网站上报名么？
2.跟教练预定好时间， 教练会check 你上次的考试时间么 ？
3.如果是小于13天， 教练就 查到， 政府也知道？
4.如果都是yes, 那么 10／12／09那个教练是小于13天给我考试， 也就是说她没给我报名， 而且考试之前 就打算要 fail 我 不是 ？（如果是这样， 就太缺德了）
5. 我的 问题并不明显， 怎么找谁都fail?

你是不是过了3个月的转驾照期限？如果这样，你的情况仍然应该是中国驾照转澳洲驾照
所以，应该不受13天的限制。
每次fail，你都清楚原因吗？
最好别总换教练，每个教练的要求都有差别。而且教练和考官一般都合作多年，互相的要求都了解。
新教练对你不了解，如果有点错，可能就不愿意让你过了。现在政府还要抽考，如果不过，对考官也影响。

That's what I heard and understand, maybe not 100% sure.
VORT (vechicle on road test) booking:
1)You ask your instrustor to book the test.
2)The instructor tells the private examiner to book the test for you.
3)The examiner submits the application with your full name and permit number (L permit or section 80 temp. permit) to Transport SA and pays $15 to Transport SA, (at least 3 days before the VORT date) and there is usually done by FAX/Phone.
4)Transport SA approved the booking. If the name spells incorrectly or the re-vort time is less than 13 days (L permit only), Transport SA may reject the booking.
5)On the VORT date, the government Auditor may show up to monitor the VORT (rare). There is why most instructor cars are 4 seat.

Based on the info above:
You are holding Learner Permit, and NEVER done the oversea licence transfer (section 80) application, this mean you only can redo the VORT every 13 days.

You fail the VORT on 6/12/09, there will be very "strange" that you can book the test on10/12/09. (but our great government always make mistake)

After you fail the test on 10/12/09, did your examiner gave you the yellow paper with his/her signature?

Regarding to your last question, what is the reasons you fail? :)
